The European Broadcasting Union (EBU) has implemented a new code of conduct for Eurovision Song Contest 2025 following multiple controversies during the 2024 event. The changes come after incidents including problems with the voting system, protests over Israel's participation, and a notable altercation involving Dutch contestant Joost Klein.

The Klein incident, which involved an alleged confrontation with a camera operator during the second semi-final, resulted in his disqualification from the contest. While Swedish prosecutors eventually dropped the investigation, the event prompted significant changes to contest protocols.

Key Changes for Eurovision 2025:

  • Introduction of a dedicated Welfare Producer to support artists and staff
  • Optimized rehearsal schedules with more downtime
  • Establishment of designated 'no-filming zones'
  • Mandatory code of conduct agreement for event accreditation
  • Implementation of a comprehensive Duty of Care protocol
  • Increased number of closed-door rehearsals

The new measures, developed in consultation with 37 participating broadcasters and key stakeholders, emphasize the shared responsibility between the EBU, Host Broadcaster, and Participating Broadcasters in protecting artists from unnecessary physical or emotional stress.

These strategic changes have received approval from the ESC Reference Group following a thorough review of the Malmö events, aiming to ensure the contest's continued success while maintaining a safe and respectful environment for all participants.
